Abstract: A Dual-Chip PIC18F452/PIC16F876A Devices was implemented to execute mobile GSM communications upon the vehicle tracking and was well fit for GPS applications that was also designed for the future ITS surveillance developing. Additional visual and audio aspects could be utilized to warn those operators whenever an accident is happened, or when an Emergency Vehicle (EV) is running within a certain range. Annunciation can be enhanced in severity as if they are relatively approaching to each other, and the alerting will be died out gradually after the Emergency Vehicle is moving away. In this program, Both H/W and S/W designs include NMEA 0183 and ETSI GTS GSM 07.07 specifications.
