Abstract: 「單位段維保」為後勤整備核心工作,亦是最基礎的工作,依需求各單位按編裝特性及裝備種類數量,編制有各型二級廠負責裝備預防保養作業,國軍於經歷多次組織調整後,儘管後勤組織配合實施完成人力精簡與調整,惟後勤補保作業流程與資訊系統卻未針對現況需求進行重新規劃,致隱藏於內部之效率問題無法有效獲得解決,「工欲善其事、必先利其器」,欲要確保部隊戰力,就須具備高效能武器及裝備,然所配賦的武器裝備,仍需藉由平日維保作業來維持妥善,方能於戰時發揮其最高效能。
本研究係以精實生產管理(Lean Production Management )之理論,以James P. Womack及Daniel T. Jones所定義之精實生產五大步驟:定義價值、確認價值溪流圖、暢流、後引式生產、完善,探討二級保修廠修護作業流程,藉由重新定義價值,去除無附加價值的溪流浪費,並以暢流原理改善修護、保養作業流程,縮短維修作業時間,持續系統化建立國軍維修保養精實生產導入模式。
"Unit segment maintenance" is logistical prepareness core work;which is also the most fourdainemal work.Depending on each department's needs, according to its assigned equipment's characteristis and each equipment's type and quantity, there are assigned secondary factory responsible for equipment preventive maintenance.The national army has been through several organizational changes,even though the logistical department has implementted minimizd human resource reduction,the logistical dempartment's operation proces and information system have not been adjusted accordingly the based on current demand.This has the internal efficiency problem can not be effectively resolved.Effective tools are the key to success.In order to ensure the troops fighting force, high-efficiency weapons and equipments are necessary.Routine maintenance and serrice of the equipments will ensure its performance at all time.
This study is based on the theory of Lean Production Management,this article lnvestigate secondary factory warranty service operation process, by redefining the value,removing non-value-added and waste,combiniy flow theory to improve maintenance operation process,and reducing maintenance operating time, continuing systematic establishment, and intorducing Lean Porduction Management.Byulitizing the five major procednres defined by James P. Womack and Daniel T.Jones:Defined Value, Value Stream Mapping, Flow, Pull and Perfection.
