摘要: | 為提升身心障礙者的獨立生活能力,政府與社福機構依據其個別的能力,提供適切的就業服務。對於「有就業意願而就業能力不足」的族群,設立庇護性就業職場,提供庇護性就業服務。由於障礙的限制,庇護性就業職場之工作人員工作產能無法等同一般人士,對於經營者而言,職場先天條件已不健全,同業競爭、經濟不景氣的外在威脅,讓庇護工場運作格外辛苦;再加上身心障礙者權益保障法修法後,庇護工場的角色被定位為雇主,衍生而來的義務責任更加重了庇護工場的負擔;接連的衝擊下要讓職場運作起來並達到收支平衡,實在很困難。本研究將精實生產常用的現場改善方式,運用在庇護工場的生產運作上,因應庇護性就業者特質,建立標準作業程序概念,同步導入5S、目視化管理及PDCA等手法,排除庇護性工作者在工作上的障礙,把原本技術性的工作簡單化,讓身心障礙者能夠容易上手,增加自信心,進而提振其工作士氣。除提升庇護工場的產能產值,維持品質穩定,讓庇護工場得以永續經營之外,並藉由成功經驗,讓企業雇主肯定身心障礙者的工作能力,帶動雇用身障員工風氣,進而能「自給自足」,落實降低社會成本的理念,真正做到「有愛無礙」的境界。 To enhance the physical and mental disabilities to live independently, the government and welfare agencies based on their individual ability to provide appropriate employment services. In this study, lean manufacturing improvement of methods in common site is used in the sheltered workshop production operation, in response to sheltered employment by nature, the establishment of standard operating procedures for the concept of synchronization into 5S, visual management, PDCA and other means to exclude asylum work obstacles in the work. After the original technical work had been simplified, the disabled could be easy to use, increasing self-confidence, and thus boost their morale. In addition to those sheltered workshops to enhance the capacity output, to maintain quality and stability, so that the sheltered workshops can continuously operate. By the successful experience, the employers can recognize those people’s ability to work who are handicapped, drive employee hiring Shenzhang atmosphere, and thus be able to "self-sufficiency", reduce the social costs of implementing the concept of truly " a love but not affect" realm. |
