Abstract:	台灣鞋業產業的發展大致可分為三個階段，第一階段是始於 1960 年代鞋業技術突破 ( 膠著劑引入台灣 ) 及內外銷市場同步發展的成長期。第二階段則是指進入 1970 年代到 1987 年的繁榮壯盛期，這個階段受惠於台灣豐富的人力資源、國際技術移轉、技術經驗累積與升級，加上外銷前景看好，因此誘使投資者蜂湧加入，使得我國成為世界鞋業及相關產業的生產供應之領導國家，而有「製鞋王國」的美譽。第三階段則是從 1987 年開始的衰退轉型期，這個轉折肇始於 1987 年台幣劇烈升值 45% 的衝擊，及勞動短缺的困擾，因而使得鞋業相關勞力密集產業進入動盪不安的時期。在此一時期，由於我國鞋廠大量轉往大陸、越南等地設立製鞋廠，使得國產鞋外銷已落後。加上東南亞地區印尼、泰國、馬來西亞、印度、菲律賓等國家的競爭壓力，使我國近年之鞋類產品外銷數量及金額因而萎縮。
