Abstract:	台灣曾經是全球最大的鞋類外銷供應國，1976~1980年是台灣製鞋業最成熟的時期，且產量已完全取代日本製鞋產業在全球之地位，生產家數達 1900 家，從業人員更達 20 萬人，產值高達 1520 億元，並獲得『製鞋王國』之美譽。但在 1986 年下半年新台幣大幅升值，使得國外買主在預期漲價心理下，以提早下單採購因應，外銷數量激增，間接地造成台幣升值的循環效應。此外，勞工意識抬頭，勞資糾紛不斷發生，製鞋業之競爭力大為下降。相對地，新興製鞋國家藉著工資低廉的優勢，對台灣製鞋業產生嚴重的威脅
